TWO YEARS OF GOVERNOR MUTFWANG AT THE HELM
In 2023, the people of Plateau State made a bold and resounding choice at the polls, electing Barrister Caleb Manasseh Mutfwang under the platform of the People’s Democratic Party (PDP). It was a vote of confidence anchored on hope, experience, and a shared desire for purposeful leadership. Though his victory was challenged in court, the judiciary ultimately upheld the mandate, reaffirming the supremacy of the people’s will.
From his first day in office, Governor Mutfwang faced daunting realities: insecurity, economic hardship, and a demoralized civil service. But he did not flinch. With a clear vision and unwavering resolve, he went to work—step by step, reform by reform, project by project, setting Plateau State on the path of recovery and renewal.
In just two years, the results are evident. Salaries that once came late now arrive promptly. Infrastructure once abandoned is being revived. Roads are being constructed, schools rehabilitated, hospitals upgraded, and clean water supplied to communities long neglected. Declaring 2025 as the Year of Infrastructure was not mere symbolism, it was a statement of intent, backed by action.
Even in the face of adversity, such as the tragic attacks on communities in Bokkos and Bassa, the Governor has remained unshaken in his commitment to rebuilding Plateau and restoring dignity to its people. His recognition as The Sun Newspaper’s Governor of the Year 2024 is a testament to the impact of his people-centered governance.

ADDRESSING SECURITY CONCERNS IN RURAL COMMUNITIES
The security of lives and property is a top priority for the administration of Governor Caleb Manasseh Mutfwang, in line with the provisions of the Constitution of the Federal Republic of Nigeria. Ensuring the safety of citizens lies at the heart of his governance philosophy.
However, security remains one of the most daunting challenges the Governor inherited upon assumption of office. Even before his inauguration, as Governor-Elect, terrorists launched deadly attacks on Mangu, Bokkos, and Barkin-Ladi Local Government Areas, resulting in significant loss of lives.
This prompted his immediate visit—just four days after his swearing-in—to Internally Displaced Persons (IDPs) camps in Riyom, Mangu, and Bokkos. His presence reassured the traumatized women and children, some of whom had lived in neglect for years, restoring hope and affirming his administration's commitment to alleviating their suffering.
The tragic massacre in Mangu LGA on May 15, 2023—where over 100 lives were lost—remains fresh in the minds of Plateau citizens and Nigerians at large. Given that the attack occurred in the governor’s home locality, some observers believe it was a calculated attempt to intimidate him and influence his approach to tackling insecurity in the state.
Governor Mutfwang firmly believes that acknowledging the root causes of a problem is the first step toward finding sustainable solutions. In that spirit, he engaged directly with President Bola Ahmed Tinubu, who responded positively and pledged the Federal Government’s support.
Pursuing a proactive path, the Governor visited national security chiefs, including the Defense and Army Headquarters in Abuja on July 12, 2023, followed by visits to other relevant agencies. These engagements led to strong commitments to intensify both kinetic and non-kinetic operations against the perpetrators of these heinous crimes.
A significant outcome was the strategic redeployment of the former General Officer Commanding (GOC) of the 3rd Armoured Division—who also doubles as Commander of Operation Safe Haven (OPSH)—to Mangu LGA in response to the attacks. The presence of additional security forces was also beefed up in Mangu, Barkin Ladi, Riyom, and Bassa Local Government Areas.
REVIVING “OPERATION RAINBOW”
In his resolve to strengthen the state's internal security architecture, Governor Mutfwang reactivated Operation Rainbow—a dormant state-owned security outfit officially recognized and licensed by the Federal Government. This revitalized agency has undergone restructuring, with over 600 personnel retrained in collaboration with national security agencies.
Drawn from all local government areas, these operatives are now more responsive and better equipped to tackle grassroots security issues. Their core mandate includes intelligence gathering and the relay of early warning signals to national security forces for timely intervention.
To further boost community engagement, the administration launched the State Security and Information Center, featuring a toll-free line through which citizens can report threats or suspicious activities. This allows for swift, coordinated responses to emerging security challenges in rural communities.
In addition, the government procured and distributed essential equipment to security agencies. More than 100 motorcycles, raincoats, and rain boots were provided to all security personnel across the state. The State Government through the Local Government Areas purchased 17 new brand Hilux as operational vehicles to ‘Operation Rainbow’. It is worthy to note also that the State Government repaired about 250 broken down operational vehicles from all security agencies operating in the state to facilitate swift and prompt response to distress calls.
The Government in its quest to carry out intensive surveillance and track movement in and out of the 17 LGA, build and equipped with modern technology a Plateau Special Activities Centre to enhanced security of lives and property across the state.
The Center, headed by Gen. Gagji Shipi (rtd), the Security Adviser and Coordinator of Operation Rainbow, works closely with heads of security agencies to sustain the peace previously enjoyed before the resurgence of attacks on mourners in Ruwi on the 27 March, 2025 and Hurti, Daffo, Manguna on the 5 April, 2025 all in Bokkos LGA while Zike in Kimapa, Bassa LGA was invaded on the 14 April, 2025 leaving several casualties behind.
ADVOCACY FOR INTERNALLY DISPLACED PERSONS (IDPs)
Deeply concerned about the plight of displaced persons, Governor Mutfwang visited the National Emergency Management Agency (NEMA) headquarters in Abuja on July 12, 2023, where he advocated for urgent humanitarian assistance for IDPs in Plateau State.
Responding to his appeal, the then Director-General, Mustapha Habib Ahmed, facilitated the immediate dispatch of relief materials to the state. This intervention rekindled hope among IDPs and accelerated efforts to restore dignity to their lives until they can return to their ancestral homes. Government has also received several intervention from the current Director General of NEMA, Mrs. Zubaida Umar, T Y Danjuma Foundation and Dangote Group of Company.
To that end, the Governor established a dedicated committee to oversee the resettlement of displaced persons. The committee has since submitted its report, and the government is actively implementing its recommendations to ensure a safe and dignified return for the affected communities.
INHERITED DEBT BURDEN AND CIVIL SERVANTS' WELFARE
Upon assuming office, Governor Mutfwang met a deeply distressed civil service. Salaries were not only delayed but had accumulated into a staggering backlog, plunging worker morale to an all-time low. Promotions were long overdue, while pensions and gratuities had been ignored for years. The entire public service groaned under the weight of neglect and financial hardship.
The state was saddled with a debt burden exceeding N400 billion and owed civil servants five months’ salaries amounting to over N11 billion, which had triggered industrial action. A solvency assessment ranked Plateau as the least solvent state in the federation.
Undeterred by these grim realities, Governor Mutfwang responded decisively and 2024, the debt profile of the state has been lowered to N94, 088, 741, 500.68. He acknowledged the sacrifices and support of workers and retirees, which led to the suspension of the strike and the commencement of salary and pension payments.
Since May 29, 2023, the administration has maintained consistent salary and pension disbursements. It has also implemented a revised salary structure and approved hazard allowances for medical professionals under the CONMESS/CONHESS scale.
Significantly, the Governor approved the payment of outstanding gratuities, death benefits, and pension arrears dating as far back as 1986. Verification exercises are ongoing for cases from 2010 to 2018. As of January 2024, pensions have been increased by 100%, and overdue staff promotions have been effected to boost morale. Regular remittance of check-off dues to workers' unions has also resumed.
In fostering healthy government-labour relations, the administration organized a strategic retreat for government officials and labour union representatives to enhance collaboration.
Other milestones include the disbursement of overhead costs to 96 Ministries, Departments, and Agencies (MDAs), the restoration of electricity at the State Secretariat, and the distribution of essential commodities—such as rice, maize, and fertilizer—to ease economic hardship across the state.
MINISTRY OF TRANSPORT
When Governor Caleb Mutfwang assumed office on May 29, 2023, the Ministry of Transport was in a state of severe deterioration due to years of neglect under the previous administration. The transportation infrastructure across the state—road, air, and rail—had virtually collapsed, contributing significantly to Plateau State's economic downturn.
In pursuit of revitalizing the state's economy and attracting investors to harness its vast potential, Governor Mutfwang, honoring his electoral pledges, implemented a comprehensive transportation revival strategy across multiple domains.
Air Transportation Development
ValueJet Partnership
Governor Mutfwang took a decisive step by signing a Memorandum of Understanding (MOU) with ValueJet Aviation Limited to develop critical air routes:
- Abuja-Jos Route
- Lagos-Jos Route
The Commissioner for Transport, Mr. Davou Jatau Gyang, endorsed the MoU on behalf of the State Government. This strategic partnership has yielded significant benefits:
- Drastically reduced travel time between Jos and major cities
- Established daily flights on the Lagos-Jos route
- Broken the monopoly on ticket pricing, making air travel more affordable
Expansion of Air Routes
The administration is currently in discussions with several airline operators to initiate Eastern and South/Southern routes for commuters traveling to and from Jos, which will further integrate Plateau State into the national air transportation network.
Airport Infrastructure Enhancement
To improve safety and emergency response capabilities at the Yakubu Gowon Airport, the administration has:
- Donated a fully-equipped ambulance to the Federal Airports Authority of Nigeria (FAAN)
- Refurbished a state-of-the-art firefighting truck, now strategically positioned at the airport
Rail Transportation Revival
Recognizing the economic potential of rail transport, the Mutfwang administration brokered a landmark agreement with the Nigerian Railway Corporation to rejuvenate the dormant rail transport system. This initiative was strategically timed to mitigate the harsh impact of fuel subsidy removal on residents.
The revitalized train service connecting Jos terminal to Kuru has been successfully tested and is expected to:
- Stimulate economic activity through new investments
- Strengthen commerce and enhance tourism
- Create numerous employment opportunities across construction, rail operations, engineering, and customer service sectors
- Decongest busy roadways
- Facilitate easier movement of agricultural produce from villages to the Yakubu Gowon Airport
This development serves as a precursor to the planned expansion of rail lines across various regions of the state, which will further enhance the movement of goods and passengers.
Urban Transit Modernization
The administration has successfully completed the pilot phase of the Public Transport Management System at Hill Station and Plateau Hospital Roundabouts. This initiative aims to streamline the transportation network throughout the 17 local government areas, creating a more efficient transit experience for residents.
Compressed Natural Gas (CNG) Initiative
Aligning with federal government energy policies, the Ministry of Transport is:
- In advanced discussions with the Nigerian Institute of Transport Technology (NITT) to establish a CNG conversion center at Government Technical and Science College (GTSC) Bukuru as a temporary site
- Planning to provide land to GreenVille Limited for the establishment of a Mega Station for CNG/LNG that will serve Plateau State and neighboring states in the northeastern region
Water Transportation Enhancement
The State Government, through the Ministry of Transport, has received a speed boat from the Hydro Electric Power Producing Areas Development Commission (HYPPADEC). This vessel will be deployed to the River Ibi, facilitating safe and seamless movement of Plateau citizens to and from Wukari, Taraba State.
Plateau Express Services Transformation
Under the leadership of Group Managing Director/CEO, Hon. Samuel J. Gwott, Plateau Express Services Limited has undergone remarkable revitalization.
Tin City Metro Initiative (First Phase)
Governor Mutfwang launched the first phase of the Tin City Metro initiative on May 7, 2024, introducing 15 modern MAN-Diesel buses equipped with advanced features:
- Near Field Communication (NFC) technology
- Secure card payment systems
- Comprehensive video monitoring systems
- Enhanced passenger safety features
The commissioning ceremony drew massive crowds across the Jos-Bukuru metropolis, underscoring public enthusiasm for this achievement.
(Second Phase)
Due to overwhelming public demand, the administration has procured an additional 15 Tin City Metro buses for the second phase, scheduled for launch before the second quarter of 2025.

Governor Mutfwang has made significant investments in inter-state transportation:
- Refurbished 15 buses for long-distance travel, now serving major routes including Jos, Bayelsa, Warri, Akwa Ibom, Port Harcourt, Enugu, Kano, and Kaduna
- Acquired 20 Toyota Sienna vehicles with security enhancements for the Jos-Abuja route, commissioned by Deputy Governor, Mrs. Josephine Piyo
- Refurbished 20 14-seater Toyota Hiace buses equipped with tracking devices and audio surveillance capabilities
Digital Transformation
Plateau Express Service Limited has launched a fully responsive corporate website providing:

- Comprehensive service offerings

- News updates and social media integration
- Real-time interaction capabilities between customers and staff
Economic Impact and Employment Generation
The modernization of Plateau Express Services has created substantial employment opportunities:
- 149 staff members employed during the first phase of the Metro Bus Service
- An additional 115 personnel to be recruited in the second phase
- Total employment generation exceeding 500 individuals
- Significant multiplier effect among ad-hoc and contract staff
This comprehensive transformation of the Ministry of Transport and its associated services demonstrates Governor Mutfwang's commitment to developing modern, efficient, and sustainable transportation systems that serve as catalysts for economic growth across Plateau State.
MINISTRY OF HOUSING AND URBAN DEVELOPMENT
The Plateau State Ministry of Housing and Urban Development has made remarkable strides in executing its 2024 Annual Work Plan and the First Quarter 2025 Scorecard. These achievements reflect the visionary leadership of Governor Caleb Manasseh Mutfwang and his unwavering commitment to urban transformation under the “The Time is Now” administration.
Governor Mutfwang’s blueprint for modernizing legacy infrastructure and expanding road networks across the state’s 17 Local Government Areas has translated into visible development milestones. Midway through his term, the Governor has prioritized the continuation and completion of critical road projects, earning widespread public support.
Following the merger of the former Ministries of Housing and Physical Planning, the government swiftly renovated 19 office spaces at the J.D. Gomwalk Secretariat, creating conducive work environments. Official vehicles were refurbished, and offices were equipped with modern work tools, including laptops and printers for senior management.
Key Road Infrastructure Projects Under the Ministry:
Utonkon–Nunku–Keana Road: 5.6km completed, including a 9-span flyover bridge by PW Nigeria Ltd.
Rukuba Satellite Market Road: 6.9km project from Tudun Wada to Mado, 55% completed by Jolex Construction.
Jos South Roads: New road construction in Raku-Belteng and Gyel-Bukuru, 47% completed.
Slum Road Rehabilitation: 24.1km in Jos South, with 45% progress reported.
Flyover at Danchom Junction: A nine-span flyover with access roads to Old Airport Road, currently 40% complete.
Construction of 20 branded bus shelters in the Jos–Bukuru metropolis is 30% complete.
The Fire Service Headquarters in Bukuru has been fully equipped with new fire suppression systems and personal protective equipment (PPE).
Rehabilitation of the iconic Tati Hotel in Jos has reached 65% completion; additional facilities at the site are at 95%.
The New Government House has been upgraded to modern standards.
Refurbishment of the Deputy Governor’s Office Complex is 60% complete.
Master Plan development is ongoing for Mangu, Riyom, and Langtang North LGAs.
50 hectares have been secured in Shen and Kwata for new town development via a Public-Private Partnership (PPP) with Family Homes Funds.
Smart building collaborations with private investors are underway in Jos, paving the way for a tech-driven urban future.

JOS METROPOLITAN DEVELOPMENT BOARD (JMDB)
Under the visionary leadership of Governor Caleb Manasseh Mutfwang, the Jos Metropolitan Development Board (JMDB) has made commendable progress in actualizing the long-anticipated Jos Master Plan, propelled by Executive Order 003 which was signed into Law on 1 March, 2024.
This aims at ensuring Urban Renewal regulating vehicular traffic. The decision reflects government’s commitment to fostering a healthy environment, enhancing public safety, and stimulating economic growth across the state.
The Board, in collaboration with its management team, has launched a robust public advocacy campaign to ensure smooth and effective implementation of the plan. A key milestone includes the re-establishment of building lines from Yakubu Gowon Airport Heipang to Bauch i Road, Jos—a strategic move aimed at restoring the aesthetic and functional integrity of the Jos-Bukuru Metropolis.
To enhance service delivery, JMDB has prioritized improvements in its operational environment. This includes the acquisition and installation of a Geographic Information System (GIS), procurement of high-resolution cameras for documentation, and the renovation of key offices including those of the General Manager and Directors.
Additional renovations have transformed the Board’s working environment: the boardroom, reception area, perimeter fence, and main gate have all been remodeled. The premises have been landscaped, and new welfare initiatives introduced—including staff transportation and allowances for corps members.
Key achievements of the Board include:
The construction of over 200 lock-up shops in Bukuru Market to support small-scale traders.
Arrangement has been put on ground for the construction of a befitting shops at the Kugiya Market in Bukuru with special consideration to indigent women to grow their small scale businesses.
Government has taken a bold step to reconstruct the Burnt Jos terminus Market as parts of effort for Urban City Renewal as well as Building a similar Market with a modern Trailer Motor Park at Mararaban Jama’a. This is aimed at expanding the Jos city and creating a conducive environment for commercial and business activities towards the Yakubu Gowon Airport which will soon be upgraded into a Cargo International Airport.
Repair and reactivation of all grounded official vehicles.
Acquisition of a Hiace bus to facilitate staff movement.
Beautification projects such as curb painting and roundabout refurbishments at Maraban Jama’a, Plateau Hospital, and Polo Roundabout.

Governor Caleb Mutfwang has reaffirmed his commitment to restoring Plateau State’s infrastructure by authorizing payments for outstanding certificates related to abandoned road projects, including the Barkin-Ladi–Mangu and Hawon Kibo roads. These projects, initiated during the Jonah David Jang administration in 2013 but later neglected, have been revived as priorities under the current administration.

PLATEAU STATE ROAD MAINTENANCE AGENCY
In a determined effort to enhance the road network within Jos-Bukuru Metropolis and its surrounding towns, Governor Caleb Manasseh Mutfwang has rolled out major road rehabilitation and construction projects across Plateau State—despite the daunting challenges of legal disputes and persistent insecurity confronting his administration.
Undeterred, Governor Mutfwang has initiated a comprehensive road maintenance program aimed at revitalizing critical transport corridors in all 17 Local Government Areas. Many of these roads, some built over four decades ago, had deteriorated into deplorable and hazardous conditions, causing untold hardship to commuters.
Spearheading the implementation is the General Manager of the Plateau State Road Maintenance Agency, Engr. Luke Davou, under whose supervision numerous roads have been reconstructed, rehabilitated, and awarded for fresh construction across the state.

Also, recognizing the magnitude of people who are ravaged by poverty and the urgent need to provide sources of livelihood for them, government undertook a bold step to ensure State social transfer. This is to enhance support to vulnerable groups by social transfer to the aged, physically challenged, chronically ill, and urban poor household where 2,225 persons benefitted across the 17 LGA.
2,836 benefitted from Labour intensive public workforce which is focus on reducing unemployed youths within communities and 1, 259 persons benefitted from Livelihood grant, aimed at improving lives across the various vulnerable communities under Plateau-Cares.

Two Years of Strategic Transformation: How Governor Caleb
Manasseh Mutfwang is Cultivating a New Era in Agriculture and Environmental Sustainability
Two years into his administration, Governor Caleb Manasseh Mutfwang has earned the widespread admiration of Plateau citizens, vindicating the trust they placed in him through his "Time is Now" mandate. Despite an initial period marred by electoral litigation, the Governor hit the ground running with bold, people-focused policies—particularly in agriculture—winning over even early skeptics of his leadership.
Reviving Agriculture and Securing Food Sovereignty
In line with his determination to achieve food security, Governor Mutfwang launched a landmark initiative to recover 900 hectares of farmland previously abandoned due to insurgency across Mangu, Riyom, and Barkin Ladi Local Government Areas.
The Agricultural Services and Training Centre (ASTC) was engaged for the land reclamation, and improved seeds were distributed to farmers to kickstart productivity. Over 3,000 displaced households are now back on their feet.
In 2024 and 2025, the state government procured fertilizer and other farming inputs worth ₦16 billion to support dry-season farming. During the wet season, the Plateau Agricultural Development Programme (PADP) introduced coconut and oil palm plantations—ushering in a new era of agroforestry diversification.
A collaborative intervention with the Federal Ministry of Agriculture and Rural Development facilitated the provision of farming inputs to 500 maize, rice, and wheat farmers. The program emphasized targeted, skill-based support, helping farmers achieve self-reliance and economic resilience.
Piggery farmers affected by the 2022 floods in Jos South and Langtang North LGAs have also been revived through state intervention.
The administration is developing 4,000 hectares in each of the state's five crop zones:
Rice – Wase, Shendam, Langtang North, Langtang South, Qua’an Pan
Maize – Mangu, Bokkos, Barkin Ladi
Wheat – Bassa, Jos North
Potatoes – Bokkos, Barkin Ladi, Riyom

The state abattoir is undergoing massive upgrades to meet international standards, aligning with the Livestock Transformation Programme in Wase and Kanam LGAs. The newly launched Wase Grazing Lot and a collaborative livestock development plan also support this agenda.
Plans are underway to cultivate 500 hectares of Bracassia and Napier grass for cattle feed and potential export.
The state is tapping into horticulture, working with local florists to enhance Plateau’s floriculture exports.
To support the 2025 farming season, the government launched over 120 metric tonnes of improved seeds and 18,000 metric tonnes of fertilizer—subsidized by more than 50%.
A robust farmer database now ensures seamless input distribution and informed policy development.
Wheat Promotion and Youth Empowerment
With Plateau capable of cultivating wheat twice annually, the state received 13MT of wheat seeds from the Federal Ministry of Agriculture and Food Security for mass production in the October 2025 dry season.
A PPP agreement has been reached with an investor for a 500-hectare wheat and feedlot project at BARC Farms, creating job opportunities and transforming the local economy. Irrigable lands and 3,500 farming clusters have been identified. Around 3,000 water sources, including mining ponds, have been mapped.
The first batch of 350 youths were trained in modern agriculture at CSS Farms, Keffi.
In addition, Plateau has secured African Development Bank funding for a Special Agro-Processing Zone, with hubs to be established in Heipang and Shendam. This will significantly reduce post-harvest losses in fruits and vegetables.
The government is piloting organic fertilizer trials to restore soil health and enhance global market competitiveness.
All arable lands abandoned due to insecurity are being reclaimed for cultivation in 2025 to guarantee food security.
RESTORING HOPE: GOVERNOR MUTFWANG'S GREEN REVOLUTION THROUGH ACReSAL
Governor Mutfwang’s leadership of the Agro-Climatic Resilience in Semi-Arid Landscapes (ACReSAL) initiative represents a bold shift toward sustainability and climate resilience.
Upon assuming office, Governor Mutfwang inherited a state plagued by environmental degradation and vulnerable livelihoods. But rather than retreat, he placed Plateau at the forefront of Nigeria's climate resilience efforts by fully embracing ACReSAL, a World Bank-supported project aimed at land restoration and community empowerment.
According to Gowon Garba Gonkol, ACReSAL State Coordinator, the Mutfwang administration has translated policy into tangible results:
1. Environmental Restoration
Over 100,000 tree seedlings—including avocado, teak, olive, and palm—have been planted across communities like Wokkos, Shere, and Fobur. More than 120 hectares of woodlots were established in Mangu, Qua’an Pan, and Kanke. Two greenhouses were constructed in Gura Top-Jerek for off-season farming, and diffuse light houses were built in Barkin Ladi, Bokkos, and Jos South LGAs.
2. Climate-Smart Agriculture
Across the 17 LGAs, farming communities received modern machinery and improved seeds for maize, rice, cassava, yam, and citrus. Gura-Top farmers received post-harvest tools like storage crates and knapsack sprayers. Massey Ferguson tractors with harrows and ploughs were deployed to Gura-Top and Mangu.
3. Clean Water Access
More than 15 solar-powered boreholes were installed across Bokkos, Wase, Pankshin, and others. Water harvesting infrastructure is 90% complete at Plateau Club, Bingham University, and Gura-Topp, while more boreholes are under construction in Riyom, Jos North, and Langtang North.
4. Institutional Strengthening
Thanks to counterpart funding, key institutions like the National Centre for Remote Sensing and the Ministries of Water Resources, Environment, Mineral Development, and Climate Change have been rehabilitated. A fully functional State Project Management Unit (SPMU) is now operational.
5. Wildlife Conservation and Eco-Tourism
The once-neglected Jos Wildlife Park is undergoing revitalization with renovated chalets, solar lighting, and a 17.1km perimeter fence (97% complete). Phase II includes renovations of administrative offices, food stores, museums, and gift shops—poised to boost tourism and employment.
6. Flood and Erosion Control
Ambitious erosion control is ongoing at Langtang Dam, Mangu Market Gully, and the Yakubu Gowon Dam. Over 2,000 households have received water harvesting facilities. Rehabilitation is underway at gully erosion sites near Plateau Club and Bingham University Teaching Hospital in Jos North.
7. Climate Policy and Urban Greening
A Plateau Climate Policy is in development. Meanwhile, the Jos-Bukuru Urban Greening Project is 75% complete, transforming parks and roadsides into vibrant green corridors. Public education campaigns target bush burning and mining-related degradation.
Looking Ahead
Governor Mutfwang envisions a "Green Plateau" that fosters peace, economic growth, and tourism. With ACReSAL recording over 95% project completion in many LGAs and new interventions like the rehabilitation of Panyam Fish Farm underway, the administration’s commitment remains unwavering.

MINISTRY OF WOMEN AFFAIRS AND SOCIAL DEVELOPMENT
It is heartening to observe that the average Plateau woman is industrious and resourceful. However, in the past, a lack of enabling conditions limited their full potential. Recognizing this, Governor Caleb Mutfwang has taken bold and strategic steps to empower women and uphold the dignity of womanhood. These efforts include the restructuring of the Ministry of Women Affairs and the establishment of the Gender and Equal Opportunities Commission and the Gender Court, both of which ensure the swift resolution of gender-related issues in the state.
The Mutfwang administration has been deliberate in promoting gender equality and mainstreaming. This is evident in the strategic appointment of qualified women to critical governance roles, as well as the integration of Gender Desk Officers across Ministries, Departments, and Agencies (MDAs).
Women’s economic empowerment remains a focal point. The Ministry trained 102 widows at the Mangu Centre, equipping them with starter packs to kickstart sustainable livelihoods. Additionally, 300 women across the 17 Local Government Areas (LGAs) were trained in trade and investment as part of the 2024 International Women’s Day celebrations. Rural women have also benefitted from programs in financial literacy, economic development strategies, and the production and packaging of household goods.
The Ministry has been proactive in social welfare and protection, implementing the Violence Against Persons Prohibition (VAPP) Law and the Child Rights Law. Awareness campaigns have included voluntary counseling and free cervical cancer screening for 500 women, with necessary referrals provided.
In a remarkable humanitarian effort, the Ministry successfully repatriated 165 trafficked children, ensuring their safe return to the state. The Commissioner, along with stakeholders, toured the 17 LGAs to raise awareness and advocate for full implementation of the VAPP and Child Rights Laws, as well as the operationalization of Gender Courts and the Gender and Equal Opportunities Commission.
As part of these reforms, a Joint Taskforce was established in each LGA, serving as both an Emergency Response Team and a Feedback Mechanism.
The Ministry has also carried out hospital outreach programs, distributing delivery kits and gifts. In partnership with AGILE, it distributed sanitary pads and hygiene products to 200 schoolgirls across 170 schools statewide.
Additional empowerment initiatives include the capacity-building of WALGON (an association of spouses of LGA Chairmen) to support governance, training of Gender Desk Officers and Social Services staff for improved service delivery, and the preparation of 170 women as Peace and Security Mediators.
Over the past year, the Ministry has also initiated Sexual and Gender-Based Violence (SGBV) Clubs in 15 secondary schools and produced enlightenment jingles on SGBV, child trafficking, and exploitation. These jingles have been translated into six major languages, including Hausa and English, to broaden public reach.
MINISTRY OF EDUCATION
Governor Caleb Manasseh Mutfwang has consistently affirmed his unwavering commitment to revamping the education sector in Plateau State, with a strong emphasis on restoring public confidence in government-owned schools and prioritizing science and technology.
To align with this vision, the Governor undertook familiarization visits to all state-owned higher education institutions, engaging with staff, students, and management to assess infrastructural and academic needs. Consequently, Visitation Panels were inaugurated to conduct comprehensive assessments and develop strategic recommendations for institutional reform.
In his first 100 days in office, the Governor announced a landmark 50% tuition fee reduction for indigenes in state-owned tertiary institutions, easing the burden exacerbated by the removal of fuel subsidies. This policy was effectively implemented through the Plateau State Scholarship Board.

Notably, scholarship funding has seen a significant 300% increase for Plateau students pursuing higher education nationwide.
To tackle the menace of illegal educational operations, the Ministry has intensified a clampdown on unregistered private institutions. It has also established a clear framework and regulatory guidelines for the registration of private tertiary institutions within the state.
Through partnerships, including one with Liberty University, USA, the state has secured MSc and PhD Engineering scholarships. The Ministry has also addressed long-standing salary arrears of ad hoc staff—some dating back 44 months—thereby reducing the incidence of industrial actions.
Institutions such as the Colleges of Health Technology have cleared backlogs in student indexing, enabling students to proceed with final exams.
Following Governor Mutfwang’s security assessment visit to Plateau State University, Bokkos, the government is planning partnerships with international universities to build the capacity of academic staff. Furthermore, the university is expanding with the ongoing establishment of a Faculty of Medicine.
PLATEAU STATE UNIVERSAL BASIC EDUCATION BOARD (SUBEB)
Under the leadership of Acting Executive Secretary Hon. Sunday Amuna and Board Secretary Tanguay Emmanuel Pancin, SUBEB has embarked on a transformative mission to elevate the quality of basic education in Plateau State.
With strategic direction from Governor Caleb Mutfwang and prudent management of resources, SUBEB has significantly advanced infrastructure and human capital development. Key achievements include the construction and renovation of 148 classrooms blocks and the provision of boreholes across all 17 LGAs, creating conducive environments for teaching and learning.
The Board has also prioritized safety and efficiency, erecting perimeter fencing for schools, constructing administrative offices, and providing motorcycles to improve school monitoring and supervision.
Recognizing the role of technology in modern education, SUBEB has invested in digital capacity-building for education managers, EMIS officers, and data masters. Through the deployment of the BAMIS software and the distribution of iPads, laptops, and desktop computers, the Board is equipping educators to thrive in a digitalized educational environment.
Teacher welfare remains central to SUBEB’s agenda. The Board has addressed salary arrears and facilitated professional development programs. Partnerships with organizations such as the Oando Foundation have enhanced infrastructure, provided instructional materials, and offered training in climate change and other contemporary issues.
These combined efforts reflect the state’s unwavering commitment to delivering quality, inclusive, and accessible basic education for all.
MINISTRY OF BUDGET AND ECONOMIC PLANNING
With a commitment to strategic economic governance and effective budgeting, Governor Mutfwang’s administration—through the Ministry of Budget and Economic Planning—continues to drive impactful development across the state.
The Ministry secured approval for the Child Nutrition Match Fund, which will unlock $400,000 worth of commodities to combat child malnutrition, pending the signing of an MoU with UNICEF.
The Ministry has complied with SFTAS and SABER deadlines and ensured timely publication of the 2024 Budget on the state’s website. To enhance productivity, it has modernized its operations with the procurement of laptops, desktop computers, and media equipment, alongside maintenance of key office assets.
A Monitoring and Evaluation Framework has been established in partnership with the Programme Monitoring and Results Delivery Office to track capital projects across all three senatorial zones.
Other milestones include:

Creation of CSO/NGO registration forms and donor reporting templates.
Support for MDAs to access Government Cash Counterpart Contributions (GCCC).

Citizen engagement in budgeting has remained a priority, with town hall meetings conducted annually across the three senatorial zones. The 2025 session has already taken place, ensuring grassroots input in the budgeting process.
Additionally, the Ministry continues to develop the Medium-Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP), including the ongoing 2025–2027 edition.
MINISTRY OF TOURISM, CULTURE AND HOSPITALITY
Determined to restore Plateau State’s reputation as the "Home of Peace and Tourism," Governor Mutfwang has repositioned the tourism sector for both national relevance and international appeal.
His efforts earned him the title "Culture-Friendly Governor" in Northern Nigeria, while the Plateau State Cultural Troupe was recognized as the Most Outstanding Troupe in the Country.
The Ministry successfully led the State’s delegation to the African Arts and Crafts (AFAC) Exhibition in Abuja, where Plateau was named the Most Innovative State, alongside Indonesia for the ‘Waste to Wealth’ initiative.
Strategic steps taken include:
Revival of the long-stalled Luka Bentu Indoor Theatre.

Prior to 2023, Plateau’s tourism sector faced widespread neglect:
Infrastructure Decay: Jos Wildlife Park, Mado Tourist Village, and several state-owned hotels were in dilapidated condition.
Environmental Degradation: Pandam Wildlife Park suffered deforestation, farming encroachment, and banditry following a controversial MoU with a Chinese firm.
Animal Welfare Neglect: Jos Wildlife Park lacked funding for animal care.
Institutional Weakness: The Tourism Ministry and Corporation were severely underfunded.

Under the visionary leadership of His Excellency, Governor Caleb Manasseh Mutfwang, Plateau Specialist Hospital is undergoing a remarkable transformation, emerging as a beacon of medical excellence and a future hub for medical tourism in Nigeria.
The hospital has significantly strengthened its workforce with the recruitment of 22 top-tier medical consultants across various specialities, including Surgery (Urology, Orthopedics, Ophthalmology), Pediatrics, Obstetrics and Gynecology, Cardiology, Gastroenterology, Pathology, and Psychiatry.
Key infrastructure developments include the completion of the long-abandoned laboratory complex and the injection of N2 billion for state-of-the-art equipment—an investment that underscores the administration’s commitment to delivering world-class healthcare. The implementation of a robust Electronic Medical Records (EMR) system, powered by a local server, marks a leap forward in healthcare administration, enabling efficient patient management and data security.

PLATEAU STATE DRUGS AND MEDICAL COMMODITIES MANAGEMENT AGENCY (PS-DMCMA):
Established on paper during the administration of former President Goodluck Jonathan, the Plateau State Drugs and Medical Commodities Management Agency (PS-DMCMA) remained largely dormant for years, existing only as an unfulfilled vision. However, with the coming on board of Governor Caleb Manasseh Mutfwang on May 29, 2023, that vision has been transformed into a bold and impactful reality.
Prior to this administration, Plateau State faced a serious challenge with the proliferation of fake and substandard drugs. The absence of a coordinated regulatory and supply framework severely compromised the health of many citizens and undermined the integrity of the healthcare system.
Determined to improve the well-being of Plateau people and strengthen public healthcare delivery, Governor Mutfwang revitalized and operationalized the PS-DMCMA. The agency now serves as the central body for the procurement, storage, distribution, and oversight of drugs and medical supplies across all government-owned health facilities in the state.
The new PS-DMCMA warehouse is a state-of-the-art facility constructed and equipped in line with Good Storage Practices (GSP) and international pharmaceutical warehousing standards. It boasts temperature-controlled zones, modern inventory management systems, and secure storage infrastructure, ensuring that essential medicines and medical commodities are safely handled and widely available.
This initiative marks a significant leap forward in the state's healthcare delivery system. The agency now ensures the steady and equitable distribution of quality-assured medicines to hospitals and clinics, with a particular focus on making healthcare more accessible and affordable to the vulnerable and underserved.
In collaboration with healthcare providers and development partners, the PS-DMCMA is strengthening the state’s healthcare infrastructure. Efforts are underway to implement robust procurement processes, educate the public on drug safety, and promote transparency and efficiency in medical supply chain management.
Under the leadership of its Director General, Pharmacist Kim Jerry Bot, the agency is also exploring opportunities for local pharmaceutical manufacturing in alignment with both national and international best practices. Monitoring and evaluation frameworks are being developed to track drug availability and usage, helping to improve accountability and service delivery.
With this renewed focus and strategic investment, Plateau State is poised to become a model for drug regulation and healthcare logistics in Nigeria.
PLATEAU STATE CONTRIBUTORY HEALTHCARE MANAGEMENT AGENCY (PLASCHEMA)
Under the “The Time is Now” administration, PLASCHEMA has recorded groundbreaking progress in health insurance coverage, ICT transformation, and access to care.
From 93,605 enrollees in May 2023, enrolment skyrocketed to 208,550 by March 31, 2025—a 123% increase. This expansion includes enrollees from the formal sector, the Basic Health Care Provision Fund (BHCPF), and newly introduced equity programs such as Mutfwang Care for retired civil servants.
A major overhaul of the Agency’s ICT infrastructure has enhanced transparency, real-time monitoring, and user experience. The system now supports:
Direct premium payments via Paystack,
Mobile and offline enrolments,
Real-time dashboards, and
Automatic ID card generation for enrollees and dependents.
According to Dr. Agabus Manasseh, PLASCHEMA’s Director-General, the reforms have “strengthened data integrity, enhanced transparency, and decentralized access” through new zonal offices in Barkin Ladi, Pankshin, and Shendam.
The Mutfwang Care initiative has already covered over 9,000 vulnerable citizens, with Governor Mutfwang personally flagging off enrolment.
PLASCHEMA also plans to deploy a full Electronic Medical Records system in Q2 2025, integrated with the National Identity Number (NIN), to revolutionize verification, utilization tracking, and accountability across healthcare tiers.
THE IMPACT PROJECT: TRANSFORMING MATERNAL AND CHILD HEALTH
Launched in 2021, the Improving Child and Maternal Health Project (IMPACT) in Plateau State is making tangible strides toward reducing under-five and maternal mortality.
Driven by Governor Mutfwang’s leadership, the state is on course to reduce under-five mortality from 132 to 79 per 1,000 live births by 2030.

Increased antenatal and postnatal attendance.
Rise in skilled birth attendant (SBA) deliveries.
Improved uptake of IPT3 (malaria prevention during pregnancy).
More children under one year fully immunized.

Digitization of all BHCPF facilities for real-time monitoring.
Contracts awarded to upgrade 82 PHCs to meet national standards.
Despite significant milestones, the administration emphasizes sustainability through:

MALARIA ELIMINATION: A MODEL FOR NIGERIA
In a landmark public health achievement, National Data Platform revealed that Plateau State has reduced malaria prevalence among children under five from 35.8% in 2015 to just 15% in 2024—proving that malaria elimination is possible.
This success, under Governor Mutfwang’s stewardship, was driven by:
100%+ coverage in all five cycles of Seasonal Malaria Chemoprevention (SMC) in 2024.
Recruitment and training of over 12,000 ad-hoc health workers, in partnership with the Malaria Consortium.
96% household coverage in the Insecticide Treated Net (ITN) campaign, with a 93% availability rate.
Community-led advocacy efforts, notably championed by the wives of Local Government Chairmen.
406 health facilities across 325 wards consistently stocked with malaria commodities (98% availability).
Annual administration of over 4 million doses of antimalarial drugs.
Plateau State’s healthcare revolution under Governor Caleb Manasseh Mutfwang is a powerful example of what purposeful leadership and strategic investment can achieve. From institutional reforms and infrastructure upgrades to digital health transformation and malaria elimination, the administration is laying the foundation for a resilient, inclusive, and equitable health system.
The message is clear and unwavering: Healthcare is not a privilege; it is a right. And the time to guarantee it is now.
MINISTRY OF SCIENCE, TECHNOLOGY AND INNOVATION
Governor Caleb Manasseh Mutfwang has revitalized the Plateau State Ministry of Science, Technology and Innovation, reawakening its mandate after years of dormancy. A significant milestone was the approval and successful hosting of the Natural Medicine Day, themed “Exploring the Potentials of Natural Medicine”, marking the first time in over a decade that the State has commemorated the event. This initiative is geared towards regulating the activities of herbal medicine practitioners while also enhancing the state's revenue generation.
For the first time since its establishment in 1974, the Plateau State Vocational and Relevant Technology Board was granted a 50% revenue retainership by the Governor. The proposed amendment of the enabling law is currently underway. These efforts are intended to reposition the Board to incubate future technologists, create jobs, empower the middle class, and curb social vices and insecurity.
Additionally, the Ministry actively participated in the 2024 National Science and Technology Expo organized by the Federal Ministry of Science and Technology, showcasing innovations by Plateau State's indigenous inventors and creating visibility for youth-driven technological solutions.
Discussions have also reached an advanced stage with the BJORN STEIGER STIFTUNG FOUNDATION for the establishment of an Emergency Medical Rescue System and a Mercedes Benz Manufacturing Facility in Plateau State. Once realized, this project is expected to create thousands of jobs and significantly boost the state's economy.
Government also made a strategic pronouncement by declaring 2025 as a year of ICT with a solemn commitment to revitalizing the Nigeria Standard Building and turn it into an ICT HUB CENTRE.
MINISTRY OF WATER RESOURCES AND ENERGY
Previously underperforming, the Ministry of Water Resources and Energy has been re-energized under Governor Mutfwang’s leadership. It now effectively formulates and coordinates water and energy policies, working closely with agencies including the Jos Water Services Corporation (JWSC), Plateau Municipal Water Supply and Sanitation Services (PLAMWASSA), Plateau Rural Water Supply and Sanitation Agency (PRUWASSA), and the newly created Plateau State Energy Corporation.
Key milestones include: Participation in the World Bank Sustainable Power Irrigation in Nigeria (SPIN) programme.
Signing of a Joint Development Agreement with Quaint Power & Infrastructure Ltd for renewable energy projects on Yakubu Gowon, Lamingo, and Liberty Dams.
MoU with the Rural Electrification Agency (REA) for scaling mini-grids and implementing the E-HEART Programme, electrifying 25 communities with critical health, education, agriculture, and transport infrastructure.
Jos Water Services Corporation (JWSC):
Rehabilitation of Yelwa Water Treatment Plant and associated 25km pipeline in Jos South.
Acquisition of three water tankers and water treatment chemicals to improve supply and quality.
PLAMWASSA Initiatives:
Approved rehabilitation and upgrade of water infrastructure in Bokkos, Langtang North, and Wase LGAs.
Construction of isolated water schemes in Jos South, Bokkos, Mangu, Langtang, and Wase LGAs.
Projects include:
Solar-powered boreholes, water kiosks, spring boxes, and reticulation networks across several LGAs such as Vom (Jos South), Daffo and Miakatako (Bokkos), Manguna, Amang West, Pushit, Kerang, Mangu Halle, and Panyam (Mangu), Pilgani and Dadur (Langtang North), and Mavo and Kadarko (Wase).
Plateau Rural Water Supply and Sanitation Agency (PRUWASSA):
Established in 2001, PRUWASSA has:
Constructed 50 hand pump boreholes in Bokkos, Jos South, Langtang North, and Wase.
Rehabilitation of 560 hand pumps and 80 motorized boreholes in five LGAs.
Construction of 391 improved resilience toilets in Langtang North and Wase LGAs.
Plateau State Energy Corporation:
A flagship agency established by the Mutfwang administration, the corporation has:
Rehabilitated and constructed multiple 33kV overhead lines, substations, and distribution networks in Maijuju (Jos East), Bwonpe (Mangu), and Dangre (Langtang North).
Developed solar mini-grids in Bakin Ciyawa, Kwande, and Kwa (Quan’Pan) with UNDP/REA support.
Initiated energy audit training and launched clean cooking campaigns.
Commenced a 50kWp solar mini-grid in Namu community (Quan’Pan LGA) with GEE/UNDP support.
MINISTRY OF JUSTICE
Confronting Inherited Challenges Justice delivery in Plateau State, as in much of the Country, has faced immense obstacles that have tested the resilience of our legal institutions. Upon assumption of office, the Ministry was met with a justice system strained by longstanding structural and institutional dysfunctions.

In the face of these challenges, we committed ourselves to the disciplined pursuit of reform guided by a clear philosophy: that justice must be accessible, professional, efficient, effective, and ethical.

These are not mere laws for the sake of having laws; they are instruments of transformation, crafted to promote mediation, protect the vulnerable, expand access to legal representation, and foster regulatory transparency, as an unjust society can never live in peace with itself.

We have also presented an Executive Bill for the establishment of the Office of the Attorney-General as a statutory and autonomous office within the governance structure of the State.
The establishment and operationalisation of the Public Defender’s Office represents a refuge for our indigent population, bringing justice delivery closer to them.
We coordinated the exercise of the prerogative of mercy, resulting in the pardon of 17 inmates and the commutation of sentences for 20 others.

The most significant of our achievements is the liquidation of judgment debts inherited by the Ministry. Between January 2024 and March 2025, the Plateau State cleared outstanding judgment debts totalling over ₦4.8 billion.
