PEPSA STATEMENT ON THE UNVEILING OF THE PLATEAU STATE SOLID WASTE MANAGEMENT FRAMEWORK

The Plateau Environmental Protection and Sanitation Agency (PEPSA) on Tuesday, 11th August 2026, joined stakeholders at the official unveiling of the Plateau State Solid Waste Management Framework, a landmark initiative of the Plateau State Government, through the Ministry of Environment, Climate Change and Mineral Development, Plateau State, following extensive technical work and stakeholder consultations led by Tearfund, in collaboration with other relevant stakeholders.

The event marked a significant milestone in Plateau State’s pursuit of a cleaner, healthier, more sustainable, and economically productive environment. The Framework provides a comprehensive roadmap for transitioning from a predominantly linear waste management system to an integrated and circular approach that prioritises waste reduction, resource recovery, recycling, private sector participation, community ownership, and environmental responsibility.

The Framework was developed through extensive consultations with relevant stakeholders, including government institutions, private sector actors, civil society organisations, informal waste pickers, and community representatives. This participatory approach ensures that the proposed system responds to the realities and needs of communities while creating opportunities for innovation, investment, employment, and sustainable service delivery.

At the heart of the Framework are five major shifts: from a linear economy to a circular economy; from seeing waste management solely as a social responsibility to recognising it as a viable business; from treating waste as valueless to recognising waste as wealth and a valuable resource; from viewing communities as spectators to making them active participants; and from fragmented interventions to stronger public-private partnerships.

The proposed model introduces a hybrid waste collection system incorporating zonal waste collection, door-to-door collection services, community recovery centres, the formal integration of informal waste pickers, and waste transfer stations. It also provides for source segregation, enabling households, businesses, and institutions to separate recyclable, biodegradable, and residual waste before collection.

Importantly, the Framework recognises that sustainable waste management must also be supported by technology. The proposed official launch of a Digital Waste Management System through the PEPSA Mobile App among other systems will strengthen coordination, monitoring, service delivery, and citizen feedback, thereby providing a more responsive, efficient, and accountable waste management system.

PEPSA is particularly encouraged by the Framework’s strong emphasis on the economic potential of waste. Waste should no longer be viewed merely as something to be collected and disposed of. When properly managed, it can become a source of raw materials, enterprise development, employment, and income generation. The Framework therefore creates a pathway for developing a stronger waste value chain and attracting private sector investment into the sector.

The Framework is also expected to contribute significantly to environmental protection and public health by reducing indiscriminate waste disposal, improving collection and recovery systems, and reducing the volume of waste ultimately sent to disposal sites. It further provides an opportunity to promote green jobs, resource efficiency, innovation, and sustainable economic development across the State.

For PEPSA, this Framework represents more than a policy document. It is a call to action.

Its success will depend on collective responsibility and sustained collaboration among government, private sector operators, communities, civil society, development partners, and citizens. Every household, business, institution, and community has a role to play in building a cleaner and healthier Plateau.

PEPSA therefore calls on all stakeholders to embrace the Framework and support its implementation. We must move from a culture of waste disposal to a culture of waste reduction, segregation, recovery, recycling, and resource utilisation.

The Agency appreciates the leadership and commitment of the Executive Governor of Plateau State, His Excellency Barr. Caleb Manasseh Mutfwang, the Honourable Commissioner for Environment, Climate Change and Mineral Development, Hon. Peter Kanang Gwom, the Plateau State Government, Tearfund and the Country Director, Mrs. Regina Afiemo, FIBRA, development partners, private sector stakeholders, communities, and all individuals and organisations that contributed to the development of this important Framework.

As the Agency charged with environmental protection and sanitation in Plateau State, PEPSA remains committed to providing the institutional leadership, coordination, enforcement, public awareness, and stakeholder engagement required to translate the Framework from policy into measurable action.

Together, we can transform waste from an environmental burden into an economic resource and build a cleaner, healthier, and more sustainable Plateau State.
