PLATEAU STATE DEEPENS DIGITAL TRANSFORMATION DRIVE, SEEKS STRATEGIC COLLABORATION WITH NCC
The Plateau State Government has intensified its drive toward building a technology-driven economy, reaffirming its commitment to positioning the state as a leading digital hub through strategic partnerships and targeted reforms aimed at job creation and sustainable economic growth.
Governor of Plateau State, His Excellency, Barrister Caleb Manasseh Mutfwang, made this known while receiving the Executive Commissioner for Stakeholder Management of the Nigerian Communications Commission (NCC), Ms. Rimini Haraya Makama, during a courtesy visit at the New Government House, Rayfield, Jos.
The Governor described the visit as both timely and significant, noting that it aligns with his administration’s declaration of 2025 as the year of digital innovation. He stressed the need to move beyond policy discussions to the implementation of practical, high-impact solutions, particularly in emerging areas such as Artificial Intelligence.
“We have engaged in extensive conversations around the digital space. At this stage, our focus must shift from dialogue to action, especially in harnessing the potential of Artificial Intelligence to drive development,” the Governor stated.
Governor Mutfwang highlighted ongoing efforts by the state government to expand digital infrastructure and strengthen innovation ecosystems. He referenced collaboration with the United Nations Development Programme (UNDP) on the establishment of an innovation hub at Plateau State Polytechnic, as well as an existing Memorandum of Understanding with Solitran aimed at accelerating broadband deployment across the state.
He also drew attention to federal government initiatives on nationwide broadband expansion, emphasizing the need for Plateau State to act swiftly in order to leverage emerging opportunities within the digital economy.
Underscoring the economic potential of the sector, the Governor disclosed plans to establish a Business Process Outsourcing (BPO) initiative expected to create employment for no fewer than 500 youths, enabling them to work remotely from Jos. He cautioned against delays, noting that “such opportunities are time-sensitive and must be seized promptly to avoid losing competitive advantage.”
The Governor further called for a coordinated, whole-of-government approach to digital transformation, emphasizing that technology cuts across all sectors of governance. He expressed concern over outdated administrative practices, stressing the urgency of transitioning to modern systems.
“It is no longer acceptable for us to rely on outdated tools in the 21st century when the rest of the world has embraced digital solutions. Accelerating e-governance will enhance service delivery, promote transparency, and unlock opportunities in e-commerce and innovation,” he said.
Earlier, the Executive Commissioner of the NCC, Ms. Rimini Haraya Makama, described her visit as both official and personal, reflecting her strong ties to Plateau State. She noted that choosing Plateau as her first courtesy visit underscores the Commission’s recognition of the state’s strategic importance in Nigeria’s digital landscape.
Makama observed that Plateau State possesses significant assets for digital growth, including reputable educational institutions and a rapidly emerging innovation ecosystem. However, she raised concerns about the limited access to digital infrastructure in many rural communities.
“The NCC has identified Plateau State as a key partner in advancing Nigeria’s broadband agenda—not merely in principle, but in practical terms. Yet, many rural communities remain underserved and disconnected from the opportunities that digital connectivity can provide,” she stated.
She emphasized that bridging the digital divide requires intentional collaboration between stakeholders and assured the state government of the NCC’s readiness to align its initiatives with Plateau’s development priorities.
“This visit marks the beginning of a strategic engagement. The NCC is committed to exploring how its instruments—including right-of-way support and the Universal Service Provision Fund—can be leveraged to expand connectivity and drive inclusive growth,” she added.
Makama expressed optimism about the state’s digital future, noting that Plateau stands at a critical juncture of opportunity. "Plateau State is at a moment of genuine possibility in its digital journey, and the NCC is ready to partner with the government in translating that potential into tangible outcomes,” she concluded.
