NIPSS AND PLATEAU STATE GOVERNMENT PARTNER TO ADVANCE INTEGRITY, POLICY EXCELLENCE, AND BOOST NIGERIA’S CREATIVE ECONOMY

The National Institute for Policy and Strategic Studies (NIPSS), Kuru has strengthened its strategic collaboration with the Plateau State Government to drive the growth of Nigeria’s creative economy by leveraging technology, culture, and indigenous innovation as engines of sustainable development.

This was disclosed by Lateef A. Jimoh, mni, who represented the Director-General of NIPSS, Ayo Omotayo, during a courtesy visit by nominees of the 2026 Senior Executive Course 48 to the Government House Little Rayfield, Jos.

According to Jimoh, the partnership is designed to translate policy research into actionable strategies that can stimulate economic growth and national development. 

“Beyond theory and structured conversations, we must now focus on practice. Practice is where insight is tested, refined, and transformed into impact. It is the bridge between intellectual reflection and measurable outcomes,” he said.

He emphasized the centrality of multi-sectoral collaboration to effective nation-building. 

“Nation-building requires strong partnerships across sectors. The hospitality and steadfast support you have consistently extended enable us to discharge our responsibilities with excellence, clarity, and purpose.”

As part of their field engagements, the nominees visited key creative industry institutions, including the Nigerian Film, Music and Creatives, to explore ways of strengthening local production capacity and creative entrepreneurship. 

“Indigenous capacity, when deliberately structured, adequately supported, and strategically positioned, can evolve into a major economic asset for national development,” Jimoh noted.

He also highlighted the importance of traditional institutions and community structures in sustaining peace and inclusive development. 

“Sustainable development cannot be anchored solely on policy frameworks and macroeconomic models; it must be grounded in cultural values, lived experiences, and grassroots initiatives.”

Jimoh further reaffirmed NIPSS’s commitment to working closely with host states and key stakeholders. "We are committed to engaging with host states and strategic partners in ways that align with their aspirations for a peaceful, prosperous, and culturally vibrant society.”

In his response, the Executive Governor of Plateau State, Barr. Caleb Manasseh Mutfwang, accompanied by his Deputy, Ngo Josephine Piyo, and other senior government officials, welcomed the delegation and reiterated the state’s resolve to provide an enabling environment for policy innovation and economic growth. 

“Let down your guards. Set aside prejudices. Open your minds and hearts. Engage one another deeply and sincerely,” Governor Mutfwang urged.
He described the creative economy as a strategic growth frontier for Nigeria. 

“The creative economy is not an abstract construct; it is a living, evolving sector that flourishes where commerce, culture, tourism, and innovation intersect, contributing significantly to GDP while strengthening social cohesion.”

The Governor noted that the collaboration with NIPSS will fit into policy formulation, research, and executive decision-making, particularly in advancing creative industry development across the country. He assured that Plateau State will continue to provide a conducive environment for learning, research, and strategic engagement with NIPSS.

Both parties expressed optimism that the partnership will strengthen Nigeria’s creative economy, stimulate innovation-driven development, and promote inclusive national growth.

The 2026 Senior Executive Course 48, with the theme “Tourism and the Creative Industry,” brings together senior officials from across Nigeria’s public and private sectors, including the Armed Forces, health and professional bodies, cultural and tourism institutions, regulatory agencies, federal ministries, security and intelligence services, and key economic institutions such as the Central Bank of Nigeria, the National Universities Commission, and the Office of the Secretary to the Government of the Federation.
