PLATEAU GOVT SIGNS MoU WITH GIOPAT DC TO TRANSFORM DAILY TICKETING SYSTEM

In a landmark move aimed at revolutionizing transport revenue collection in Plateau State, the Plateau State Government through the Ministry of Transport has officially signed a Memorandum of Understanding (MoU) with Giopat DC, a digital solutions company, to implement a structured daily ticketing system across the state’s transport sector.
The MoU signing ceremony, held at the Ministry’s headquarters in Jos, was seen as a significant step toward enhancing transparency, accountability, and efficiency in the collection of transport levies, a system long plagued by revenue leakages, illegal collections, and lack of structure.
Delivering his keynote address, the Commissioner for Transport, Hon. Davou Jatau Gyang expressed optimism about the partnership, noting that the initiative is a vital component of the state’s broader reforms in transport management.
According to Jatau, this is not just a signing ceremony, but a significant step forward in their collective effort to modernize, streamline, and make transparent the process of revenue collection in the state's transportation sector, and to ensure commuter's safety.,
He highlighted the purpose of the daily ticketing system, which includes ensuring a single, verifiable daily ticket for transport operators, eliminating illegal levies by unauthorized agents, enabling real-time monitoring of collections, and ultimately improving working conditions within the transport ecosystem.
Honourable Davou further stressed the initiative's potential to boost internally generated revenue (IGR), provide valuable data for transport planning, and enhance the overall orderliness of the state's transportation framework.
The chief Laiser of ITTMS GIOPAT DC Limited, Salisu Muhammad Abdulsalam, described the partnership as timely and strategic and emphasized their readiness to deliver value through innovative technology and sound revenue management practices.
“We have been looking forward to this important event. We reiterate our commitment to add value. We have observed not only leakages in the system but, in some cases, deliberate attempts to deny government its due revenue. Every day, substantial amounts are generated from transport activities, and we are prepared to do what is expected to ensure accountability”, he stated.
Salisu revealed that over 8,000 tricycle riders have already been captured under the new system, with plans to expand coverage and also called for stronger collaboration with the Vehicle Inspection Office (VIO) and the Ministry to ensure seamless implementation.
Speaking on the legal aspect of the MoU, a member of the legal team from the Plateau State Ministry of Justice, Siman Luka Esq. clarified that the agreement establishes a formal partnership between the Plateau State Government, through the Ministry of Transport, and Giopat DC.
Explaining that the partnership is aimed at giving the government an opportunity to block revenue leakages and increase the state’s income base, he expressed hope that the collaboration would yield positive and measurable results.
The Honourable Commissioner extended appreciation to the Executive Governor of Plateau State for his unwavering support and vision for a transparent and efficient transport sector. He also commended the ministry's management and staff and the Giopat DC for their dedication and commitment to the project.
Jatau stated that the MoU marks the beginning of a new era in transport revenue management in Plateau State. “Let us all — government, partners, and transport operators — work together to ensure the success of this initiative, with discipline, transparency, and cooperation, to build a transport system that truly works for everyone”, he concluded.
Meanwhile, the daily ticketing system is expected to commence with immediate effect.
