GOVERNOR MUTFWANG LAUNCHES NIGERIA LEARNING PASSPORT TO BOOST DIGITAL LEARNING IN PLATEAU STATE

In a decisive move to transform the education sector and expand access to digital literacy, the Executive Governor of Plateau State, Barr. Caleb Manasseh Mutfwang, has officially launched the Nigeria Learning Passport (NLP), an innovative e-learning platform aimed at making quality education more accessible and effective across schools in the state.

The launch took place on Friday, August 15, 2025, at the Twin Theater, Government House, Little Rayfield, Jos. Governor Mutfwang emphasized his administration’s resolve to extend the initiative to rural communities, in order to ensure that no child is left behind in the global race for digital competence.

“I thank God for this opportunity to leapfrog from where we are in public sector education to where we need to be. My gratitude goes to UNICEF, TECNO Mobile, Airtel, and other partners for deepening access to digital literacy, which is now an absolute necessity in today’s world,” he said.

“Those of us born before the computer era have the responsibility to ensure our children access the digital space, the reality of today’s world. I urge all stakeholders, especially SUBEB, to take this initiative as far and as fast as possible.”

The Governor directed the Ministry of Education to produce a strategic plan for full digital integration in all levels of education within the next two to three years, citing potential partnerships with institutions such as Neva University, an online learning platform founded by an indigene of Plateau state.

He described the programme as a “critical step towards expanding access to digital literacy”, underscoring its importance in preparing children to excel in a technology-driven era dominated by Artificial Intelligence and rapid innovation.

Highlighting the success of the pilot project at GSS Kuru, Governor Mutfwang pledged to replicate it across all communities. He acknowledged the shortage of Computer-Based Test (CBT) centres, with only few number in the state, mostly in Jos and announced ongoing collaborations with the Federal Ministry of Communications and major telecom operators (Airtel, MTN, and Etisalat) to improve broadband access through fibre optic installations.

Speaking on behalf of Dr. Nazhat Rafique, Chief Field Officer of UNICEF Bauchi Office, Mr. Abdulrahaman Ibrahim Ado stated that the Nigeria Learning Passport is designed to reduce the number of out-of-school children and improve learning outcomes.

“With over 2 million children in Plateau State now able to access the platform both online and offline, the NLP has come to stay. Its flexibility ensures that learning is accessible to all, regardless of location,” he affirmed.

The State Commissioner for Education, Dr. Kachollom Gang, reiterated the government’s commitment to making technology a standard feature in education across the state.

“We are building an education system where technology is not a privilege but a standard available in our cities, towns, villages, and even the most remote communities,” she said, commending UNICEF’s support.

Executive Chairman of the State Universal Basic Education Board (SUBEB), Mr. Samuel Amuna, called for increased budgetary allocation to education in line with UNESCO’s recommendation of 26% for national and sub-national budgets.

Representatives of the Nigerian Union of Teachers (NUT) and the All Nigeria Confederation of Principals of Secondary Schools (ANCOPSS) applauded the initiative and pledged their full cooperation for its statewide success.

The highlight of the event  was the symbolic presentation of routers to representatives from 50 schools, marking the official take-off of the Nigeria Learning Passport in Plateau State.
